Update "notes" on server timezone

Sorry, missed updating the notes in the last pull request. I separated the three languages into separate commits to hopefully make it easier for you (because I'm really just guessing at the proper changes to the fr and zh-tw. Sorry if I butchered anything.)

Thanks for making this timer, and for integrating the last change so quickly.

Oh I forgot the notes as well lol. Thanks for updating these, I'll fix the Chinese description :D
