It does not hinder the reader to look slightly lower as they are reading. The gap between lines is very small.
Traditional media such as books and newspapers have the same thing occur all the time, but readers can manage just fine.
It is unrealistic to manually re-optimise the page breaks of the entire DG after each round of edits, to account for keeping all paragraphs together in the converted PDF version. Thus this work is not in scope for v1.4 compared to the other work we have opted to do.

Reason for disagreement: I disagree that it is not in scope for v1.4, this is basic courtesy to format pages properly, especially in documents meant for consumers.
The documents are not properly seperated into pages, thus it hinders reading.
