Should throw an error when trying to clear a empty record

This is intended. It is completely legitimate for a user to clear an empty finance tracker, so we should not block them with an error.

Severity has been lowered to severity.Low because clear command is not entered frequently, and in any case, the end result is the same.

This behavior is inherited from AB3.
