set up job to download data from CDS #3

Need to run cdstool.py and tiletool.py on a schedule to periodically download data. This should be done from kubernetes to a location mounted on a CephFS filesystem.

Mount the CephFS location for that data
Set up job to download data in kubernetes using cdstool.py
Set up data conversion using tiletool.py

Completed with the tag 0.9.0 release in sha 7d006b8. Closing this issue, open new bugs if testing reveals issues.
