(iPhone/iPod Touch? Firmware version?)?

"Whether the plane switcher and international key are present."

This should be two separate keys in the plist (hasInternationalKey and
hasPlaneSwitcherKey).  I want to have the International key, but *not* the
plane switcher key.

This is a limitation posed by Apple - notice that the 2 keys merge together 
when 
there's only 1 keyboard.

You can duplicate the sublayout as a workaround.
