keyboard not always reading letters when running finger over keyboard. in android 4.4.2 #345

What steps will reproduce the problem?
1. on any app that needs to take input from the user.
2. doubletap on any edit box.
3. run your finger over the keyboard in stock android.

What is the expected output? talkback should read each letter as it is 
highlighted.What do you see instead?
talkback does not always read the letter when highlighted with the finger.

What version of the product are you using? version 4.4.2 running nexus 5 and 
the latest version of talkback 3.5.1.On what operating system?

Please provide any additional information below.
