Use specific versions of R and SciPy #67

...to avoid attempting to load inconsistent versions (when multiple are available)

Fixes https://github.com/hpc-carpentry/hpc-carpentry.github.io/actions/runs/3875302050/jobs/6607644931#step:9:13 ...which occurs because there are 2 versions of SciPy-bundle available, the newest (and therefore default) version not being compatible with the available R module
