Add about page #14

The "about" page seemed to go missing in the recent refactoring. This file attempts to add it.

@alansill I purposefully removed it - this portal is just a light sheathing to expose getting to the other blogs. Any "about" content can go on the GitHub page (where all the central docs live for the site) or the actual blog pages. It doesn't make sense to maintain about content in several places.

Also you'll need to add back links on the main page to click to it - those were removed too.

It's still linked in the main blog project page. Plus, I find the new navigation confusing. The main blog project page seems to only represent the community one (and that's where I found the missing link).

Maybe move this content tot the main blog project card page??

oh right, I forgot about the page there! That's actually the perfect spot to put more about information if you like! For that page I would just link the current blog link directly to the portal, and the "how to contribute your blog" is in one place for all blogs, here: https://github.com/hpc-social/blog. If you look there you'll see what I mean by redundancy - we already have descriptions of the blogs, and full instructions for contribution.
