adding pull request template and basic social media link metadata

This PR will:

• Add a pull request template that ensures the contributor updates the changelog (we were not already!)
• Add social media metadata (I find jekyll seo to be annoying so I just disabled so we can customize exactly as we like.

This will close #9 and will close #31
