Added NDSU Research Facilitator posting at top of jobs.yaml #20

@ndusek we ask that you please post jobs directly to our form - https://hpc.social/jobs/about/

In the past adding them via the site becomes problematic with the automatic syncing of the two. Thank you!

Hi @vsoch, thanks for the reply. Sure, I'll use the form and close this PR. I had in my notes that the preferred method was a PR to the GitHub repo. Not sure where that came from, but I will use the form from now on.
