provisioning will fail on CopyHomeVagrant step if there are excess files in hpc-collab/clusters/vc/common. Provisioning will fail if you try to initiate from this directory, because the corresponding .out file, or any lingering .out files will throw a "not a directory" error.

This should be one of the evaluations and test making up the 'check cluster recipe' referenced in #173
