Some changes will need to be done to the cid allocator algorithm in the sessions prototype to accommodate ULFM, probably be using the old cid algorithm (global) for communicators with flavors:

OMPI_COMM_CID_INTRA_FT
OMPI_COMM_CID_INTER_FT
OMPI_COMM_CID_INTRA_PMIX_FT
