The purpose of this plugin is allow for 'mods' that can alter a test config in pretty much any way the mod writer desires.
A 'mod' plugin will:
Provide an optional "config" section, much like other plugins, that will be configured under the "mod_config." key.
Provide a plugin specific method that takes a test config, after all layers have been applied, and for modifies it. (The calling of mods should probably go here.
Add a 'mods' config key that takes a list of mods to apply. If a mod can't be found, use the similarity module (builtin to Pavilion) to provide close matches.
To start, the mod_config section shouldn't allow Pavilion variables. We can fix this bit later.
