hod-readthedocs: section configuration - location of hod.conf unclear #172

This entire section is very difficult to understand. Because it is not clear where to find the hod.conf file. Should a user generate this? (But apparently not necessarily, because ‘hod create’ simply works without explicit hod.conf)
