We currently have a couple of issues with the enabling and disabling of debug logs:

Passing "debug=True" on client creation will not output ssh logs.
Calling debug_rest to set debug logs will not enable logs on SSH if the ssh client has not yet been created.
Once enabled, SSH and HTTP debug logs cannot be disabled.

This PR fixes those 2 issues.
