[BUG] able to place buildings (nearly) anywhere #26

Describe the bug When moving farm buildings, I'm able to place them in impossible locations (ontop of rivers, lakes, misc. terrain). This happens regardless of whether Allow placing anywhere is enabled or disabled.

To Reproduce Steps to reproduce the behavior in the planner:

  1. Click on the buildings tab
  2. Select a building
  3. Try to place it in an impossible position

Expected behavior It shouldn't let you place the building (similar to trying to place a building ontop of another one)

I just finished some testing only to realize that

  1. this only happens in the ranching layout
  2. this also happens in SP v2

Thank you for the detailed bug report :) I haven't yet gotten to fetching the restriction layer data from the game for the new layout, hopefully I can do it soonish.
