[BUG] Can't place tree taps on trees

Describe the bug What it says in the title. You can't place tree taps on trees, only next to them, and not on tiles/paths either.

To Reproduce Steps to reproduce the behavior in the planner:

1. Place a tree
2. Attempt to place a tapper or heavy tapper on the tree

Expected behavior Be able to place tappers and heavy tappers on trees rather than normal soil.
