As a User I want to have custom text recognition In order to not have to send my artifacts to google

Implement a rudimentary optical character recognition, that extracts tags from writing in images in addition to those extracted by the google api.

Acceptance Criteria

[ ] recognizes 'printed' text with high accuracy
[ ] recognizes handwritten text with reasonably high accuracy
[ ] runs automatically when images are uploaded and adds tags/annotations
