Report behavior can send radiograms on last patient of a category

When there is an event indicating successful transport of all patients of a triage category, a radiogram should be created.

Acceptance criteria

• [x] Creating this event-based report is optional and can be turned off in the report behavior settings
• [x] Reports for events of a single patient tray and all trays of one transport management can be turned on and off independently
• [x] A radiogram indicating the completed triage category and whether this applies to one or multiple trays should be created
