Simulated regions should be able to initialize transfers to any hospital.

[ ] The hospitals tab is removed from the simulated region popup and modal
[ ] The transfer vehicles activity allows transfers to any hospital
[ ] The user interface of the transfer behavior to initialize a new transfer allows selecting any hospital
