There should be a new behavior that uses arriving vehicles to transport patients to hospitals.
Acceptance criteria
[x] It can be added to simulated regions on the behaviors tab
[x] It takes vehicles that arrive and have the occupation "transport patient to hospital"
[x] It loads a patient of the most urgent triage category and sends them to the default hospital
[ ] It reports to the simulated region with the transport management (the ID of the region can be taken from the vehicle occupation) about all patients that have been transferred by an remote event per patient
[ ] It sends an event when the last patient in a category has been transported
