Scrollytelling without sequences breaks #977

Describe the bug When creating a new scrollytelling and deleting the first sequence this breaks the editor. Furthermore when adding a new layer there is some weird spacing between the layers

To Reproduce Steps to reproduce the behavior:

  1. Open editor
  2. Delete the first sequence
  3. Add a new layer
  4. When adding a new sequence this weird spacing is gone

Expected behavior Consistent spacing
