Create poll drafts

User Story: As a host I want to be able to prepare polls, so that the overhead during use is lower.

Acceptance Criteria:

The application must have the ability to:

• [x] Save drafts
• [x] List of existing drafts
• [x] Review and Edit drafts
• [x] Delete drafts
• [x] Activate drafts/ Convert to an active poll

The old issue (#47) had this information about a potential implementation:

The polls are in fact saved locally (LocalRepo). There is just no way to access them right now through UI.
