Not sure when but in general i guess it makes sense to split the current codebase into two packages: the core python API and the command line tool on top of it. Internally it's already quite separate so it's a question when is a good time to split as it requires more maintenance/overhead keeping two packages in sync and released, with two sets of docs etc.
