Can we update the pypi package? Last update was 2022 #147

Last time the sacremoses pypi package was updated was May 3, 2022: https://pypi.org/project/sacremoses/#history

Could we update the package to take into account recent updates? In particular, the recent merged update which allows for the new argument: perl_parity=True in the normalizer.

Released as 0.1.0, and then followed up by 0.1.1 because the long description went missing in the process.

There are even some short release notes :tada: https://github.com/hplt-project/sacremoses/releases/tag/0.1.0
