Question (and comments) about the proposal form #9

I've completed a draft of the proposal form, but had the following question and comments as I worked through it:

Questions

On question 7: Is the list of TAC members published somewhere, and is it expected that applicants will have pre-identified a TAC sponsor prior to filling out this form? Is there an established process for soliciting that sponsorship, or is it a matter or approaching a familiar name and hoping for the best? In our case, would working through the HPE TAC member be considered the most logical option to pursue or an unfair choice of sponsor?

Comments

There seems to be no question about the project's license in the template, though it's listed on the project proposal requirements and seems like an obvious thing HPSF would want to know alongside some of the other basics
"brief description of current user community" and "brief description of current contributor community" also don't seem to be explicitly asked about (though I found ways to at least touch on these within the existing questions)
