Canvas Visualizer stops Playback if there are no Fleets. #123

Open a game where there are no fleets in a turn, for example 
http://ai-contest.com/visualizer.php?game_id=4436648

It should continue playing, but instead it stops, and you need to step ahead to 
continue playback.
