Styling of <body> tag box is incorrect #375

The <body> tag doesn't recognize values for 'width' and 'height' and interprets 
'margin' incorrectly as padding.

Which steps will reproduce the problem?
Open the attached test case (HTML file).

What is the expected output? What do you see instead?
See the attached reference rendering (PNG file).

Which version of the product are you using? Which compiler version are you
using? On which operating system?
r480, Delphi XE, Windows 7

This is part of the ACID1 test (issue 373).
