make command line tool (aqi) work on Python 3.3 and up, and verify this in Travis
add Python 3.5/3.6/3.7 to the Travis testing matrix

Apologies for taking so long to get back to you, could you add also tests in tox for at least python 3.5 (that's the standard py3 on debian)?
