Clipr dev version #13

This fix:

Wraps all examples in \dontrun{}
Skips tests if clipr::clipr_available() returns FALSE

Since this fix relies on a new function in clipr... I suppose I will need to submit it to CRAN, explaining that the revdep check on curlconverter will pass once it has this new function available?

I've submitted the new version of clipr to CRAN, with an explanation that a new, passing version of curlconverter can be submitted once clipr 0.3.0 is itself available on CRAN! Fingers crossed. If/when it gets posted, I'll amend this PR to use the latest CRAN version of the package.
