Came to say the same thing. The up-to-date package website is instead at https://cinc.rud.is/web/packages/hrbrthemes/. Maybe the GitHub io website for this package (https://hrbrmstr.github.io/hrbrthemes/) should just be changed to a redirect towards the current CINC website
