To update and edit Actions (e.g. on behalf of the responsible agency) users require at least the role 'Manager' which would however also enable users to update all other content (except Pages) - the role 'Contributor' would not be sufficient as it limits updating Progress Reports for assigned indicators.
Not allowing 'externals' to update actions and indicators but instead request content changes via email (as was done previously)
Setting up an email notification that gets sent out for every content update to have the chance to review and change content, ideally detailing the changes (e.g. including the previous state). Possible recipients could be (a) a dedicated user, (b) all users with role 'Admin' and/or (c) users that are 'category managers' (assigned to a HR body) and related to the content element by association (e.g. action - recommendation - HR body - user)
Introducing a 'Review changes workflow' that would allow specific users (e.g. with a new role 'Editor' or
'Author') to suggest changes only. This could also be combined with an Email notification.
