Consider options to retain consistency of action ids (from first NPA)

With the launch of the second NPA, action IDs are inconsistent with the IDs of the first NPA which can lead to confusion among responsible agencies.

Options to consider are

• re-assign action id on the database to match first NPA (also requires updating all associations)
• introduce new field 'reference' to manually override action id for previous actions and reset the auto increment counter to prevent overlap (could lead to non-unique action ids)
• delete action table (and all associations), re-import actions one by one (including placeholder actions for actions that have been deleted) and manually re-associate all actions

Just to clarify: the new actions (that were not included in old NPA (new ids: 101-103)) must also be mapped to retain uniqueness. They would thus be mapped to 106-108 (will add this to spreadsheet).
