Consider options to retain consistency of action ids (from first NPA) #28

With the launch of the second NPA, action IDs are inconsistent with the IDs of the first NPA which can lead to confusion among responsible agencies.

Options to consider are

Agreed to go ahead with correction (see emails)

And Bart and I just checked manually - the matching that I emailed on Friday (the 15th) is accurate.

Just to clarify: the new actions (that were not included in old NPA (new ids: 101-103)) must also be mapped to retain uniqueness. They would thus be mapped to 106-108 (will add this to spreadsheet).
