Remove or hide Reporting Cycles taxonomy #41

I was wondering about whether or not it was possible to hide the reporting cycle tab? It’s a feature that is pretty relevant to us and for keeping track of which recommendations have come from which cycles. However, we’re yet to decide whether or not it adds to or obscures the clarity of the site.

How about we only hide it for public audiences and show it only for authenticated users?
