Add access to dataset metadata endpoint #24

Should be trivial, could be useful. Add an "api" type in listCensusMetadata e.g. http://api.census.gov/data/2000/sf1.json

Metadata has been significantly updated in the past year, I no longer think this function would be useful. If others do, we can reopen.
