replaced dead link for FIPS (ANSI) codes

this is also dead on the CRAN reference manual, and in the function's documentation within the package

the new link is https://www.census.gov/library/reference/code-lists/ansi/ansi-codes-for-states.html

I've added the new link into the latest version here on Github. It'll take a little time to make it to CRAN. Thanks for flagging this.
