http://iis-rep.hres.ca/ does not work with chrome #81

works fine on IE but the load template button is not functioning on Chrome (Windows 10)

@peterbomberg, @MartinBernard - I have tested the load template with Chrome and I have no issue. We are using Windows 7 here. We will investigate.
