Create mongodb.properties.template and db.properties.template #2

These files will be renamed to db.properties and mongdb.properties and will contain specific configuration for connecting to PostgreSQL and MongoDB

This commit was requested by Anthony Young and it's purpose is to simplify the deployment process on prod (that way, any changes to the template do not break prod configurations.
