[animation] fps=0 or negative should not be selectable

fps=0 or negative should not be allowed to be selected as they do not work (they work as fps=1),

fixed and deployed https://3d.hrg.hr/jscad/anim/#animation.js .. make sure to clear cache or CTR+F5
