The flight declaration protocol provides for a general transmission of information about a flight from one party to another. It does not specify anything about the purpose or context of the exchange. There is implication in explanatory text that flight information is to be delivered as a response to an earlier subscription from the receiver.

There could be a identifier or something that says how this information was received (context)
