Ciudad Juarez airport has bad tag #164

As you can read on Time in Mexico, Ciudad Juarez has tzlabel America/Ciudad_Juarez. But in iata.tzmap (raw.githubusercontent.com/iata.tzmap), Abraham González Intl, IATA code CJS is tagged as America/Ojinaga. It would be more accurate, and easier to maintain, to use America/Ciudad_Juarez. These tzlabels don't have the same offsets.
