This updates to 3.0.2, which had some performance improvements. This is no longer the latest FFmpeg, but it doesn't seem like 3.1.x has any important improvements for us.
Most importantly, this rebuilds the Android binaries so they can be used with clang and so the x86 ones are compatible with Marshmallow.
Linux was held back due to reported sound problems, and often uses system FFmpeg anyway.
