[Controller Support] Issues with DualShock 4 controllers #16034

What should happen

DualShock 4 controllers should be bound by default on start when the emulator first boots.

The actual result is: The user either needs to rebind the buttons, or the controller is simply not detected.

Who would this benefit

There have been plenty of reports of wireless controllers having issues with PPSSPP(specially on Discord), and even wired ones have minor issues, like poorly bound buttons. Maybe a review of controller support as a whole would be a good idea?

Any games, since this is a emulator-wide issue.

Other emulators or software with a similar feature

PCSX2 and Duckstation seem to provide better support for controllers from the get-go.

"There have been plenty of reports of wireless controllers having issues with PPSSPP" Just today I couldn't map buttons for DualShock 4 while wireless, at first it reacted to the start button being pressed but then gave up. Eventually connected a wire to pc and the controller and it worked. On Windows 10
