Reorganize "System" settings - plans #16877

The System section in settings has become a grab bag of all kinds of stuff:

Would make sense to split these up into "UI settings" and "PSP settings" maybe?

UI options can be compressed into one submenu. Maybe they are not really often touched ?

I like this idea, the UI section is already crowded and it's gonna get longer if the option to use custom sound files gets implemented (like RA). The submenu then could get Sound, Background and Theme/Colors headers.

In my opinion it is reasonable to leave Language where it currently is so it's accessible. Maybe we could even prompt language selection to the user when the emulator is being launched for the first time. Right now the system default is used.

I think the ordering of the items could also be adjusted a bit, eg swapping the placement of compatibility reports with CWCheat.
