Imo if online PPSSPP community was actually as big as claimed, those third party servers would have their own solution to common problems and since most multiplayer PSP games have better versions on other platforms and PSP was more known from single player games like RPG's and visual novels, it really can't be millions of people or anything like that.
Either way not interested into this idea, every popular multiplayer game from PSP I have a better version on steam, just want to say that nagging people for money is always a big no-no, especially nagging "millions of" emulator users into paying for something at most few people would realistically have a need for.
I admit that when I said it was a big community, it was a bit of an exaggeration. Now that I think about it, it's really small.
But another idea to centralize the people who play multiplayer is to put a discord link in the PPSSPP network section, this discord can be a new one or one that already exists. That way people will know where to find people to play multiplayer with.
There was a fork of PPSSPP that integrate VPN as i remembered, but i forgot the name of the website, and not sure whether they're still alive or not. I think @adenovan did the modification (not sure tho)

What should happen
As we know the community of PPSSPP that plays their games Online is not exactly small. Many people want to play these games Online.
But I think the most serious problem with doing it with the current method, is that we have to look for who to play with, and that is a bigger problem, since we have to look for groups on reddit, discord, facebook etc.
The second problem is that servers like socom.cc, have NAT problems with most countries, only a small percentage of users can use it.
VPNs are great, but not everything is centralized, players are scattered and you have to look for them.
At this point, what can we do?
I propose a VPN integrated in PPSSPP with a unique IP, therefore all players who have PPSSPP will be on the same network. Someone will open a game and find players since they will all be on the same network.
It is centralizing all players in one place.
The biggest problem is money with the server. In this case I have a simple proposal. The VPN server either through Google Cloud, AWS, etc. will be funded by the players.
How would this be done? Well, I think that in the multiplayer section it should be displayed the amount that must be paid to keep the server online. For example, $300 in three months.
PPSSPP has millions of downloads, so this notice will not be shown to just a couple of people. It will be seen by many people. If, for example, after three months the sum of $300 is not reached, the server will go down. There will be no mercy. It will be closed until $300 is reached.
People can also be encouraged to link their bank accounts so that they pay $1 automatically.
