ATV Offroad Fury Pro (USA) has low fps in menus for some odd reason

What area of the game

While in Main Menu, select SINGLE PLAYER and then the frame dips, and persists in other menus.

This DOES NOT happen in gameplay

Speed seen in PPSSPP

100% (32/33), it should be 60 fps

Yes, they do have the same issue. Another weird thing is that the fps is weird in SINGLE PLAYER MENUS, but in other menus, its fine
