Add Decap CMS - Githubissues

I've added Decap CMS, which creates a GUI under hs3.pl/admin to simplify updating the website. So far, I added an option to edit zasoby and projekty, both in polish and english version.
I've also added a category field in zasoby to have more options for sorting the resources of hs. You can find proposed categories below.
I've added the description od Decap CMS to README

Aside from changes in this PR, for Decap CMS to work, a netlify account of hs3 must be configured according to this article: https://decapcms.org/docs/add-to-your-site/#authentication

collections - available options for collections (in our case: zasoby and projekty)
widgets - available options for data types, interface, etc., within a specific collection
Netlify identity widget

Merge? Code looks to me like it will not destroy anything (and might work but I have no experience here...)

If it destroys anything there would be a great opportunity for testing rollback procedure.

@MartaSien go ahead and test (I have to admit, doesn't work for me yet.....). When I try to log in:

hs3city / hs3.pl
