Introspection APIs #4

HSE should provide APIs for introspecting the following information:

KVDB

home
create time parameters
runtime parameters
media class paths/storage statistics
KVS names (already have)

KVS

name
create time parameters
runtime parameters

The biggest hurdle will be exposing the parameters through the C API. The rest API is a no-brainer.
