Reformat "hello world" exercise as a carpentry ".challenge" … #14

… and add 4 minutes of exercise time.

This addresses issue #11 . All the same content is there, I just reformatted as a .challenge, following the example of the first exercise in the first episode of Software Carpentry's Programming with Python.
