Choosing the best framework and programming language that we should use to develop the software

For the purpose of fulfilling this requirement, I investigated these options: PHP zend and Laravel frameworks, JSP and ASP.NET MVC Framework, keeping the following considerations in mind:

• our budget is limited so we should go with an option that while providing us with a solid structure, helps us keeping the project on budget
• our development resources are limited so we should choose an option that could provide us with as much as tools and initial setup as possible so we could jump in to developing the main modules as soon as possible. Things such as Exception handling mechanism, logging and instrumentation, validation engine, caching mechanism, inversion of control mechanism such as service manager, structure for using RESTful services, Database connectivity modules, authorization and authentication mechanisms and ,,,,

The decision for choosing the best framework amongst the three boils down to a personal preference as for our situation all the three could possibly work. But since our team of developers have a good working background in PHP, I suggest we stick with this language.

As could be seen in the chart below, Laravel and ZF2, the top two PHP frameworks are very comparable. They both provide most of the features that we require. The only reason that tips the scale a bit towards ZF2 for me is my familiarity with this framework and also built-in support for modularity.
